Here are some recent updates to the USEPA’s e-Manifest program:
- New Fee Structure for FY 2026 and 2027. For manifests initiated on or after October 1, 2025:
- TSDF’s continue to be responsible for collection and paying the fees. The vast majority of submissions continue to be either Scanned Image Upload and Data + Image Upload. Note that the new fee structure results in a $3.00 per manifest increase for Scanned Image Upload and a $3.00 per manifest decrease for Data + Image Upload.

- As part of USEPA’s e-Manifest 3rd Rule (https://www.epa.gov/e-manifest/final-rule-integrating-e-manifest-exports-and-other-manifest-related-reports-pcb) there was a proposed change from the current 5 page document to a new streamlined 4 page document. The use of the 4 page document was in theory to be allowed this current year and become mandatory on Dec 1, 2025. USEPA announced on September 11 that the use of the current 5 page manifest document is now allowed until further notice and that they will provide a 90 day notice of when they will not accept the 5 page manifest document. The Dec 1, 2025 mandatory date is no longer in effect. WTS will continue to provide our clients with the current 5 page document and will advise beforehand if and when the 4 page document becomes a reality.
