Please note that USEPA has recently established a new e-Manifest fee structure for FY 2026 and 2027. These fees will apply to any manifests initiated on or after October 1, 2025. The fees are as follows:

| Electronic Manifest (Fully Electronic and Hybrid) | $5.00 |
This represents a $3.00 per manifest increase for Scanned Image Upload (still the most common type of submission) and a $2.00 per manifest decrease for the Data & Image Upload as well as a $1.00 per manifest decrease for Electronic Manifest. USEPA appears to be using the increase in the Scanned Image Upload to drive towards the sunsetting of paper manifests all together. As referenced in our November Regulatory Update, there does seem to be increased momentum for fully electronic manifests to be required by regulation sometime over the next two to three years and perhaps even sooner.
To that end, it might be wise for Generators, Transporters and TSDF’s to begin to plan accordingly. WTS would like to partner with any of our stakeholders whom would like to begin that journey. We would function as a registered broker for a WTS Generator partner and work to set up and guide our partner(s) throughout the process.
