As e-Manifest will become effective in less than 90 days (June 30,2018), WTS will continue to provide updates to our stakeholders on a regular basis. For this edition, we will focus on Registration and Signature. Note the following:
- All ”handlers” – anyone who will prepare, sign or execute a Hazardous Waste Manifest – will be required to register into the e-Manifest system.
- Registration will be through the current EPA RCRA info system, where e-Manifest is a separate module. This is the same platform that you may be currently using to file Biennial reports or obtain an EPA Identification number.
- Each site – think of a site as being tied to an EPA Identification number – will have a designated Site Manager, who will do the original registration. It is recommended that there be at least two designated Site Managers per site.
- The Site Managers will then designate all parties at their site who will then need to register individually as users – i.e. anyone who is authorized to sign a Hazardous Waste Manifest – generators, drivers, receivers.
- Registration as a Site Manager is currently available in the following states and territories: AL, AK, AZ, AR, CA, CO, CT, DE, FL, GA, HI, ID, IA, KS, ME, MA, MI, MN, MO, NE, NM, NY, NC, ND, OH, OK, SD, UT, VT, WV, WY as well as Guam, Puerto Rico and the US Virgin Islands.
- EPA is encouraging Site Managers to register as soon as possible. If you are currently registered in the EPA RCRA Info system as a Site Manager for purposes of submitting your biennial report, you do not need to register again as a Site Manager for e-Manifest but you will need to request and be granted access to e-Manifest for specific sites. You may do so via your user profile.Â

- Site ”User” registration is not currently available. WTS will advise when it is.
- It is important to note that no one will be physically signing the e-Manifest.
- Signature will be electronically generated when you access the e-Manifest. As you “click” into the signature block on the manifest, you will be prompted to answer security questions that you answered during the registration process. Successfully answering the questions will allow for your name to be entered into the signature bock on the e-Manifest and will constitute as the official signature. This process will be in place for all ”handlers” – generators, drivers, receivers.
- All registered users will have access to e-Manifest through computers, tablets and smart phones.
Keep in mind that the e-Manifest program, while not mandatory, will become effective on June 30. Use of paper manifests (new version as previously discussed) will continue to be allowed for the foreseeable future although at a punitive cost as established by the EPA. The key players in this process will be the TSDF’s if and when they are set up to accept e-Manifests. WTS will monitor, advise and be in communication with our stakeholders throughout this process. We are encouraging all of stakeholders to register into the e-Manifest program.
